本文旨在探究城市非闹市区主干道红绿灯路口非法派发卡片广告的治理措施。采用实地调查、文献调查、观察和定性分析的方法,从路口卡片广告发放的现状、盛行的原因和危害等出发,提出切断源头、畅通举报通道、明确责任归属、多样化处罚措施并举等措施,希冀对路口广告的治理有一定促进作用。

英文摘要:

With an aim to probe into the measures on curbing the illegal distribution of advertising cards on the traffic light intersections on the main roads in the uptown areas, various approaches like field survey, literature survey, observation and qualitative analysis are employed in this paper. The current situation, the reasons and the hazards are also reviewed and analyzed. It is suggested that various measures including cutting off the source, unblocking the reporting channels, clarifying responsibilities and varied means of punishment can be taken to promote the curbing of distributing advertising cards on the main roads.
